China | Heavily Restricted | Only government-approved VPNs allowed. Unauthorized use is punishable. |
Russia | Illegal for bypassing censorship | Only government-approved VPNs allowed. Others are banned. |
Iran | Illegal without a government license | VPNs must be approved. Using them to bypass restrictions is punishable. |
North Korea | Completely Banned | Internet access itself is restricted; VPNs are illegal. |
Turkmenistan | Completely Banned | All independent VPN use is blocked. |
Iraq | Illegal | Banned to prevent terrorism-related communication. |
Oman | Illegal (for individuals) | Only institutions with permission can use VPNs. |
